The plot follows Kenji Narukami, a young and enthusiastic police officer who arrives in the quiet city of Akebono. However, the apparent tranquility is a facade, as the city is the target of the malevolent Jamanga Clan, led by Dr. Worm and the gigantic Phantom Green King. They feed on the negative energy of humans to achieve their evil goals.
